HANOI, July 2 - A Vietnamese court has sentenced four soccer referees,
three of them FIFA-accredited, to between four and seven years in jail
for bribery and match-fixing.

Vietnam has vowed to stamp out match-fixing in the country's most popular
sport following a series of high-profile scandals which led to the arrest
of dozens of players and referees.

The four sentenced and five others -- including three referees -- went on
trial in Hanoi last week.

V-League referee Luong Trung Viet was sentenced to seven years in jail
for "broking for bribery" even though prosecutors had sought a term of up
to 12 years for him, the online VNExpress (vnexpress.net) newspaper said
on Monday.

Viet received about 110 million dong ($6,800) from Dong A Bank-Pomina
Steel club in 2004 and later gave 99 million dong of the money to other
referees, the newspaper said.

FIFA-accredited referees Pham Huu Loc and Truong The Toan were sentenced
to four years in jail while a national-ranked referee got 4-? years in
prison, the VNExpress said, citing the Hanoi People's Court verdict.

A third FIFA-accredited referee, Le Van Tu, was handed a two-year
suspended sentence for taking bribes. Another two referees and two
football club officials received suspended terms of between 2-? years and
three years.

Of the 19 seniors drafted that high, only three became All-Star caliber
players (16 percent). That compares with 41 percent (31 of 75) of
Americans picked in the top 10 who didn't attend college or didn't
complete their eligibility.

The results do suggest that the rule keeping high school players out of
the draft will increase the chances of elite prospects developing into
stars. The production of players who turned pro out of high school was
very all-or-nothing: for every LeBron James, there was a Kwame Brown.

Five of the 12 high schoolers taken in the top 10 became All-Star caliber
players, but another five made limited contributions at best. Of the
top-10 picks who spent some time in college but did not complete their
eligibility, only 29 percent (18 of 63) had no more than a limited impact.

In addition to the Clippers, the Atlanta Hawks, Golden State Warriors,
New York Knicks, Portland Trail Blazers and Seattle SuperSonics also got
little out of their picks. The Blazers and Sonics can rectify that this
season, drafting 1-2 with Greg Oden and Kevin Durant available.

BAQOUBA, Iraq - The US commander of a new offensive north of Baghdad,
reclaiming insurgent territory day by day, said Sunday his Iraqi partners
may be too weak to hold onto the gains. The Iraqi military does not even
have enough ammunition, said Brig. Gen. Mick Bednarek: "They're not quite
up to the job yet."

His counterpart south of Baghdad seemed to agree, saying US troops are
too few to garrison the districts newly rid of insurgents. "It can't be
coalition (US) forces. We have what we have. There's got to be more Iraqi
security forces," said Maj. Gen. Rick Lynch.

The two commanders spoke after a deadly day for the US military in Iraq.
At least 12 soldiers were killed on Saturday from roadside bombings and
other causes, leaving at least 31 dead for the week.

In central Baghdad, meanwhile, the Iraqi High Tribunal on Sunday
sentenced Ali Hassan al-Majid, known as "Chemical Ali," and two others to
death for their roles in the bloody suppression of Iraq's restive Kurdish
minority during the 1980-88 Iran-Iraq War, a campaign prosecutors said
left 180,000 dead.

Al-Majid, a cousin of executed former president Saddam Hussein and a
one-time Baath Party leader in the north, was convicted of genocide,
crimes against humanity and war crimes for ordering army and security
services to use chemical weapons in the offensive against the
independence-minded Kurds of northern Iraq, viewed by Saddam as traitors
and Iranian allies.

Ex-defense minister Sultan Hashim Ahmad al-Tai and Hussein Rashid
Mohammed, a former deputy operations director for the Iraqi military,
also were sentenced to hang for the anti-Kurdish atrocities. Two others,
former intelligence officials under Saddam, were sentenced to life in
prison, and the charges against a former northern governor were dismissed.

In the US offensive dubbed Operation Arrowhead Ripper, some 10,000
American troops were in their sixth day of combat to drive Sunni al-Qaida
militants from their stronghold in Baqouba, 35 miles northeast of Baghdad.

Between 60 and 100 suspected al-Qaida fighters and one US soldier have
been killed so far in the fighting in western Baqouba, said Bednarek, the
25th Infantry Division's deputy commander for operations. About 60
insurgents were detained, he said.

He estimated between 50 and 100 insurgents were inside a US security
cordon in the city. "We're closing the noose," Bednarek told The
Associated Press. "It's the hardcore fighters left - guys who will die
for their cause."

He said US forces now control about 60 percent of the city's west side,
but "the challenge now is, how do you hold onto the terrain you've
cleared? You have to do that shoulder-to-shoulder with Iraqi security
forces. And they're not quite up to the job yet."

Across Diyala province, where Baqouba is the capital, Iraqi troops are
short on uniforms, weapons, ammunition, trucks and radios, he said.

GLASGOW - The play order of the badminton Sudirman Cup final on Sunday
remained unchanged despite a proposal of having men's singles played
earlier.

Official at the tournament were trying to put the most eye-catching men's
singles in first three rubbers, which was down at bottom of the five sets
as was decided by draw the previous night, due to worries that it won't
be played at all if hot favorites China beat Indonesia 3-0 or 3-1.

Officials from the world governing body BWF phoned the Chinese team hours
before the kickoff of the final on Sunday but China refused to accept any
change, according to a Chinese coach.

Sudirman Cup media officer William Kings told Xinhua that some
broadcasters were eager to have pictures of the anticipated clash between
Chinese world number one Lin Dan and his archrival Olympic champion
Taufik Hidayat.

"They went crazy when they're aware that there might not be a men's
singles at all," he said, "Everyone wants to see that. It's a real
exciting part of the tournament."

Indonesia are making their seventh appearance in the final although they
only won the tournament once in the 1989 inaugural edition.

Five-time winners China, chasing their sixth Sudirman trophy in Glasgow,
beat Indonesia in the 2005 final in Beijing.

Russia urges US to freeze missile defense in Europe

MOSCOW - Russia called on the United States to stop creating an
anti-ballistic missile defense system in Europe before the two nations
negotiate on the joint use of an Azeri radar system, Foreign Minister
Sergei Lavrov said on Saturday.

the United States to use jointly a radar in Azerbaijan makes it
unnecessary for Washington to build a missile shield in Eastern Europe,
Lavrov said on Saturday.[Reuters]

"There must be a freeze on the deployment of missile defense facilities
in Europe for the whole period of analysis and negotiations," Lavrov was
quoted by the Itar-Tass news agency as saying.

"We invite the United States to jointly and competently assess everything
and also to sort things out and achieve universal understanding," he said.

According to Lavrov, Russian President Vladimir Putin and his U.S.
counterpart George W. Bush will hold a detailed discussion on the
problems related to the missile defense system in Kennebenkport, the
State of Maine, on July 1-2.

Earlier on Thursday, at the G8 summit, Putin proposed to Bush that the
United States and Russia jointly use the Gabala radar base in Azerbaijan,
a former Soviet republic, to replace its plan to station missile
interceptors in Poland and a radar system in the Czech Republic.

Bush described the proposal as "interesting" and said that the two sides
had set up a working group of experts to see how they could cooperate on
missile defense.

PRAGUE, Czech Republic - Russia is not an enemy of the United States and
shouldn't fear a proposed missile defense system designed to thwart a
possible nuclear attack from Iran, President Bush said Tuesday.

"Russia is not the enemy," Bush said after meeting with Czech leaders in
a visit en route to the G-8 summit in Germany. He said he would take a
message to Russian President Vladimir Putin that "we can work together on
common threats."

The Kremlin is bitterly opposed to the missile shield, and Putin has
warned that Russia could take "retaliatory steps" if Washington insists
on building it.

Polls show more than 60 percent of Czechs are against plans to station a
radar system southwest of Prague, and surveys in Poland - where 10
interceptor missiles would be based - show strong opposition there as
well. Both countries are still negotiating with the US over whether to
host the shield.

Bush sought to play down Russia's response, which has overshadowed his
European trip.

"The Cold War is over. It ended," Bush said at the medieval Prague
Castle, where he met with Czech President Vaclav Klaus and Prime Minister
Mirek Topolanek.

"My message will be: 'Vladimir - I call him Vladimir - you shouldn't fear
a missile defense system. As a matter of fact, why don't you cooperate
with us on a missile defense system?'" Bush said.

"The people of the Czech Republic don't have to choose between being a
friend of Russia or a friend of the United States. You can be both," he
added.

US experts contend the shield poses no threat to Russia because the
missiles involved would be purely defensive and incapable of being fitted
with warheads.

Bush said the system would be coordinated with NATO. He said he would
urge Putin to participate. "Please send your generals over to see how
such a system would work. Send your scientists," Bush said.

Later Tuesday, Bush was to deliver a speech to an international
conference on democracy and security at the ornate hilltop Czernin Palace
before heading to Germany for the summit.

MOSCOW - Alexander Litvinenko, the former Russian agent murdered in
London last year, was working for British intelligence at the time, the
man charged by Britain with his murder alleged on Thursday.

The Litvinenko case has become a major irritant in Russian-British
relations. Thursday's accusation clearly sought to parry British
suggestions of a serious criminal act on British soil by a man with past
links to Russian security services.

Andrei Lugovoy, whom Russia has refused to extradite to face charges of
killing Litvinenko with radioactive polonium in London, did not say who
he thought murdered Litvinenko but suggested that British intelligence
was the most likely suspect.

"Litvinenko became an agent who left the control of (British) special
services and was killed," Lugovoy, himself a former KGB agent, told a
news conference.

"If not by the (British) intelligence services themselves, then under
their control or with their connivance."

Lugovoy said Litvinenko and his patron, self-exiled billionaire Russian
tycoon Boris Berezovsky, were both working for British secret services.

"In the words of Sasha (Litvinenko) himself, first he was recruited and
afterwards, on his advice, Boris Abramovich (Berezovsky) gave to the
British some (Russian) security council documents and also became an MI6
agent," Lugovoy said.

Lugovoy also said British intelligence had tried to recruit him in order
to provide compromising information on President Vladimir Putin and his
family.

He again dismissed the British charges against him, saying "Britain is
making me a scapegoat."

"A real war is being waged against me and Russia in the press," he added.

Lugovoy, who now runs a private security firm in Moscow, has repeatedly
denied any involvement in Litvinenko's death.

TEHRAN, Iran - The US and Iran said Sunday they will hold upcoming talks
in Baghdad about improving Iraq's security - a historic political
turnabout for the two countries with the most influence over Iraq's
future.

Expectations of progress remain low, however, with tough issues at stake
and mutual suspicions running high. Even as it announced the talks, Iran
lashed out at Vice President Dick Cheney's weekend warnings about its
nuclear program, saying it would retaliate if the US attacked it.

Yet the two sides said they were setting aside such differences to focus
on a narrow issue - Iraq's continued violence and sharp political
deterioration.

"The purpose is to try to make sure that the Iranians play a productive
role in Iraq," said Gordon Johndroe, the White House's National Security
Council spokesman.

Cheney's spokeswoman, Lea Anne McBride, also confirmed the upcoming
talks, saying the vice president supports the move as long as they focus
solely on Iraq.

Iran agreed to the talks "after consultation with Iraqi officials, in
order to lessen the pain of the Iraqi people, support the Iraqi
government and establish security and peace in Iraq," the state-run news
agency, IRNA, quoted Foreign Ministry spokesman Mohammad Ali Hosseini as
saying.

Iraqi leaders have leaned on the Bush administration to try to cooperate
with Iran in the interest of stabilizing their country. Likewise, some
Mideast Arab allies of the US - increasingly distrustful of Iraq's
Shiite-led government - have pushed for talks with Iran as a way to
reduce sectarian tensions in the country and stop attacks against Sunnis.

The decision to talk comes at a critical time of plunging US support for
the war and growing pressure from Congress for Iraq's government to make
some political progress, or lose US backing. Many critics say the US- and
Iraqi-led security push and troop buildup is also struggling.

In March, lower-level US and Iranian diplomats did hold rare, brief talks
on the sidelines of a Baghdad gathering. At a follow-up conference a week
ago in Egypt, there was a casual chat between the US ambassador to Iraq,
Ryan Crocker, and Iran's deputy foreign minister, Abbas Araghchi.

There had been speculation of a Cabinet-level meeting at that Egypt
conference, but neither Secretary of State Condoleezza Rice nor Iran's
foreign minister wanted to make the initial move, passing up what would
have been the first high-level, face-to-face talks since the US broke off
relations with Tehran after the 1979 hostage crisis.

Until this spring, the Bush administration had dismissed calls for both
outreach to Iran and Syria. At the Egyptian conference, Rice did sit down
for a talk with Syria's top diplomat.

The timing of the upcoming talks in Baghdad was unclear, but Johndroe and
Iraq's foreign minister, Hoshyar Zebari, both said they expected them to
occur sometime in the next few weeks. The talks could be between Crocker
and the Iranians, Johndroe said.

The Baghdad setting will allow for "serious, quiet and focused
discussions on the responsibilities and the obligations of all to help
stabilize the situation in Iraq," Zebari said.

Despite the planned talks, mutual suspicion and tension between the two
countries runs high.

During a visit to the United Arab Emirates, hard-line Iranian President
Mahmoud Ahmadinejad demanded Sunday that the US leave the Middle East -
two days after Cheney warned Tehran that Washington will not allow it to
develop nuclear weapons or dominate the region.

"We are telling you to leave the region. This is for your benefit and the
benefit of your nation," Ahmadinejad told the crowd at a soccer stadium
in Dubai.

Iran has stressed that it sees the US military presence in Iraq as a
serious threat to its security. More than 140,000 US troops are in Iraq -
with more expected this month as part of a stepped-up Baghdad security
operation.

The US sees Iran as the biggest threat to Iraq's stability, accusing
Tehran of supplying Shiite militias with deadly roadside bombs that kill
American troops. Iran denies the accusations.
